PRA: Philippine Retirement Authority

The 2010 Batasan budget hearings drove home one point: PRA must have an inclusive retirement program. Each town, each city must be in the global retirement radar of every potential retiree, potential retirement facility developer, and potential retirement community developer. An immediate investment in a PRA website called RADAR is important.

The PRA RADAR stands for "Retirement Areas Deemed as Retiree-Friendly". The site will have four levels: overall, regional, provincial, town or city. At the fourth level, all information re the retirement pluses and minuses of each locality will be presented. Info on the locality's accredited retirement facilities and merchant partners will also be provided. Links to locality-sponsored websites will be provided.

Each Radar profile per locality will indicate if the locality has a Local Integrated Retirement Area (LIRA) MOA with PRA. The Lira will serve as a seal of Good Housekeeping for the area. It is practically a guarantee by the LGU and other local elites that the potential retirees will be protected.

The RADAR will also indicate if there are facilities in the locality that belong to retirement franchises such as Group Homes. Under this franchising system, local abodes can take in foreign retirees, thus promoting local retirement entrepreneurship. Upon PRA advice, Group Homes is being encouraged to establish a franchising system that assures certain standards in each (retirement) franchisee.
